현대 한국의 시민의식 실태조사 내용체계와 향후 과제

초록

본 연구는 현대 한국의 시민의식을 조사하기 위한 내용체계를 구축하고, 그 지속가능성을 담보하기 위한 몇 가지의 과제를 제시하는 데 그 목적을 둔다. 시민의식은 시민으로서 올바르게 견지해야 할 의식이다. 이러한 시민의식은 원래 중세도시 신분 계급에서 시작하여 점차 근대 사회의 혁명을 거치면서 자유와 권리를 가지고 법 앞에 평등한 대우를 받는 시민이 갖추어야 할 정치적 의식으로 발전되었다. 자본주의의 발달과 함께 경제적 의식으로도 확대 해석되었다. 오늘날 한국의 시민의식은 이와 같은 서구의 정치·경제적 시민의식을 동시에 포함한다. 왜냐하면 한국은 민주주의와 자본주의를 동시에 받아들이면서 건국되었고, 국가의 성장도 그러한 과정에서 이루어졌기 때문이다. 그러면서도 전통적인 민족의식, 동양전통의 유교나 불교 등과 같은 정신도 고려해야 한다. 따라서 서구에서 발원된 ‘시민의식’의 개념은 한국 사회에서는 ‘시민 가치 의식’으로 이해됨이 마땅하다. 한국인의 시민의식을 측정하기 위한 시도는 다양하게 이루어졌다. 시민의식을 측정하기 위한 시도는 지수를 도출하는 방식과 경향성을 파악하는 방식이 있는데, 대체로 선행연구는 후자를 더 선호했다. 그렇다보니 연구자나 정책입안자들의 편의성에 부응하기 위해 종합적인 설계에 의한 시민의식의 내용체계가 구축되었다기보다는 그때 그때의 상황에 맞추는 경우가 많았다. 본 연구는 이와 같은 선행연구의 한계성을 극복하고자 시민성, 도덕성, 가치판단의 기준 등을 동시에 고려하여 경향성 파악과 지수화를 동시에 충족시키는 내용체계를 구축하고자 했다. 또한 도덕적 행위자로서의 한 인간의 현실적인 생활공간의 특성도 고려하고, 일반주제와 가치지향을 동시에 측정하는 방식을 설정하였다. 이러한 논의를 토대로 본 연구는 몇 가지의 제언을 담고 있다. 이 제언들은 향후 조사를 위한 질문지를 만드는 데 실질적인 도움이 될 것이다.

Abstract

This study aimed to investigate the citizenship of the current Korean for building information systems and suggest some implications to guarantee its sustainability. Citizenship is the desirable consciousness as a citizen. This citizenship was originated since medieval period, gradually through the modern revolution period, had been recognized the political consciousness of citizen who had right and liberty to hold equal treatment before the law. However, with the development of capitalism, it was extended to the economic consciousness. Today, the citizenship of the current Korean has the western political and economic citizenship at the same time. Because Korean society was started and grown up democracy and capitalism. And Korea has the traditional nationalism which is like the oriental tradition of Confucianism and Buddhism. Thus, the citizenship of the west should be understood ‘value consciousness of citizens’ in Korea. The way to measure the level of value consciousness of citizens of the current Korean is not easy. Some scholars had tried to do. Generally there were two kinds. The previous case was to derive indices, the latter was to represent trends. Most of attempts preferred to the latter. Those researches were very built to fit the temporal situation. It had the weakness in constructing whole function and structure of value consciousness of citizens. To overcome the limitations of previous studies, this study tried to utilize methods of both two kinds. So this took the concepts citizenship, morality, and standard of value judgment. In addition, this study focuses the environment of characteristics of the human as a moral agent, then established general topics and the value-oriented approach. Through these discussions, this study contains some suggestions. These would be helpful to apply to make much practical and significant questionnaire.
