현대 사회에서는 누구나 시민이 되지만, ‘진정한’ 시민이 된다는 것은 결코 쉬운 일만은 아니다. 시민의 자질을 구비하고 그 역할을 다할 때, 비로소 진정한 시민이 된다고 할 수 있다. 그렇다면, 현대 한국 사회에서 바람직한 시민의 자질은무엇일까? 이 질문에 대한 대답의 일환으로 본 연구에서는 우선 자유주의 시민성의 특징과 한계에 대해 논의하였다. 자유주의적 시민은 자신의 삶에 있어서 무엇이 가치로운 지를 스스로 결정하고그것을 실천할 수 있으며, 자신과 ‘다른’ 타인의 결정과 실천을 용인할 수 있는 사람이다. 또한 자유주의적 시민은 자신에게 주어진 권리 실천을 통해 다른 사람과사회적 관계를 맺을 수 있으며, 사적 생활에 헌신하는 가운데, 때에 따라 적극적인공적 참여를 할 수 있는 사람이다. 이러한 자유주의적 시민은 사회와 공동체에 무관심할 수 있으며, 더 나아가서 공동체와 사회의 갈등과 분열을 야기할 수도 있다. 현대 한국 사회에서 이러한 자유주의적 시민성을 어떻게 평가해야 할까? 자유주의적 시민의 자율성은 긍정적으로 평가해야 할 측면이 있으나, 권리 담론의 확대는 유의해야 한다. 특히 사적영역에 대한 과도한 몰입은 분명 재고해 볼 필요가있다. 따라서 자유주의적 시민성은 시민적 덕성에 의한 보완이 필요하다고 할 수있다.
Abstract
It is crucial for a citizen to meet adequate qualification and practice it in order to become a ‘authentic' citizen. What is, then, the civic qualification for modern Korean society. In this study, I explored liberalistic citizenship for finding it. First of all, a liberal citizen can decide what are valuables in his or her life and put into practice his or her decisions, and tolerate other's values which are different from his or her's. This autonomy of a liberal citizen could be the important component of citizenship for modern Korean society which is now approaching to the information society. A liberal citizen has also the propensity to prefer to the talks based on rights, when claiming his or her shares. Although appealing to rights in social behaviors could make for him(her) to be involved in social relations or social nets, it is often the case,empirically, to give rise to collisions of rights with other's reasonable rights claims. These collisions could weaken the social cohesion and integration. So, it is prudent to accept carefully the liberal's appealing to rights. Thirdly, a liberal citizen has the tendency to indulge more in private sphere than in public sphere because of the pursuits of personal interests. This tendency could provoke the shrinking of the politics and the rule of populism. It is definitely compensated with the virtues of the citizens that are proposed in communitarianism or republicanism. As you know in the above mention, liberal citizenship has not only the strong points, but also flaws to accept in modern Korean society. I hope the successive studies to analyze, sociologically, modern Korean society and to clarify, normatively, the traits of diverse versions of citizenship in order to find the adequate qualification for Korean citizens.
