본고의 목적은 하토야마 유키오(鳩山由紀夫)가 제창한 동아시아공동체 구상의 의미를 찾는데 있다. 제2절에서는 하토야마 구상의 배경을 밝히기 위하여 일본의 아시아 지역주의외교와 지역주의사상·이론의 역사를 개관한다. 제1항에서는 조부 하토야마 이치로(鳩山一郎) 정권이 아시아 지역주의외교에 적극적이었다는 점을 지적한다. 제2항에서는 지역주의사상·이론을 정리하고, 하토야마의 아시아 지역주의외교가 전간기 구덴호브 칼레르기(Coudenhove Kalergi)의 범유럽구상에까지 거슬러 올라감을 지적한다. 제3절에서는 하토야마의 개인적인 사상형성에 집중하여, 그의 정치이념인 우애정신와 동아시아공동체론의 관계를 고찰한다. 제4절에서는 뉴욕타임즈지에 기고한 「하토야마논문」을 검토하여 그 의미가 반드시 반미적인 것은 아니라는 점을 밝힌다. 제5절에서는 앞선 논의에 입각하여 금후 하토야마외교가 이상을 추구해 가면서도 온건한 외교를 전개할 것이라고 전망한다.
Abstract
This article examines the Hatoyama administration’s vision of constructing an East Asian community. The first section reviews the changes in Japan’s Asian regionalism in the post–World War II period as well as the development of the regional integration theory in Japan. The second section describes Hatoyama’s political belief in relation with his argument about the formation of an East Asian community. The third section deconstructs Hatoyama’s article that appeared in the New York Times. Finally, the fourth section discusses the future development of Hatoyama’s diplomacy on the basis of the above points.
