본 연구는 고용률 증가를 위해 여성들을 대상으로 한 시간(선택)제의 확산이 사회 이슈화되고 있는 시점에서, 현재 한국 여성들의 시간제 일자리로의/시간제 일자리로부터의 이동의 결정요인들을 연구하였다. 분석을 위해서는 한국노동패널 1~15차 자료를 이용하였으며 다항로짓 분석을 사용하였다. 우선 시간제 일자리를 중심으로 한 이동에 대해서는, 학력, 나이, 배우자 동거 여부, 가구소득, 어린 자녀 등의 개인적 요인들과 임금과 근속기간, 정규직 여부라는 일자리의 질이 중요한 결정요인으로 분석되었다. 이러한 결과를 바탕으로 시간(선택)제의 확충 방안과 관련해, 사회적 돌봄의 확충이 여성의 고용률 향상을 위해 반드시 필요하다는 점, 현재 여성 시간제 일자리의 임금 상승이 여성의 경력단절 방지를 위해 필요하다는 점, 여성들이 전일제/시간제 그룹으로 구분되지 않기 때문에 시간(선택)제 정책이 특정 층의 여성을 겨냥하기보다는 전체 여성을 대상으로 할 필요가 있다는 점이 정책제언으로 제시되었다.
Abstract
In a job environment where creation of (selective) part-time jobs for women, for the purpose of increasing employment rate in Korea, has become a social issue, this study examines the determinants of job change from and to part-time. The 1st-15th Korea Labor Panel data were analyzed using multinomial logistic regression methods. Individual characteristics(education level, age, spouse, house income, and the age of the youngest child) and job characteristics(wage, tenure, and regular employment status) affect the movement from and to part-time jobs. To increase the female employment rate, policies should provide more child-care facilities, raise wages in current women’s jobs, and create high-quality part-time jobs, not just for highly educated young women, but for the whole group of Korean women.
