국민연금제도의 부양가족연금 재정추계 및 수급요건개선방안 연구

본 연구의 목적은 국민연금제도의 부양가족연금 재정추계를 통해 제도폐지의 적정시점을 제시하고 수급요건 개선방안을 도출하는 것이다. 이를 위해 부양가족연금제도를 존치할 경우와 노령연금의 부양가족연금 지급을 폐지할 경우의 재정추계를 통해 제도폐지의적정시점을 논하고, 부양가족연금제도 수급요건의 문제점과 개선방안을 제시하였다. 주요 연구결과는 다음과 같다. 첫째, 부양가족연금제도의 적정 폐지시점은 10명 중 9명 이상이 연금수급자가 되어 실질적인 1인 1연금 시대가 도래하는 2060년 이후라고 할 수있다. 둘째, 부양가족연금제도 수급요건을 ‘신분관계 확인’으로 단순화하는 방향의 제도개선이 필요하다. 부양가족연금제도는 독립효과가 아닌 소득효과, 즉 가족관계 강화에기여하며 여성의 연금수급권이 제한적인 상황에서 지속될 필요가 있다.
Abstract
The purpose of this study is to suggest a point in time for abolition of the dependent ’ s pension in National Pension through financial estimate and improve the eligibility. This paper suggests the appropriate timing of abolition through the financial estimates in case of maintaining and abolishing the system and discusses some problems and measures of the system. The main findings of this study are as follows: First, the appropriate timing of abolition can be said after 2060, more than 9 out of 10 persons become pensioners which is the time of ‘ one pension for one person ’ . Second, it is necessary to simplify the entitlements of the system to ‘ identification of the status of dependents ’ . The dependent ’ s pension system has not an independent effect but an income effect on family relations, in other words, it needs to be maintained for women ’ s pension entitlement
