청소년 사이버 폭력 발생 구조 분석을 통한 지능정보사회의 사이버 위기관리 방안에 관한 연구

본 연구는 미래 디지털사회의 큰 위험이자 잠재적 위협 요인인 청소년 사이버 폭력문제를 예방 관리하기 위한 정책대안 도출을 위한 연구 이다. 이를 위해 본 연구는 한국정보화진흥원에서 실시한 청소년사이버 폭력실태조사 결과를 재구성하여 청소년사이버 폭력의 발생구조를 구조방정식모델(SEM)로 제시하고 통계적으로 그 적합성을 검증하고 분석을 실시하였다. 그 결과 청소년 사이버폭력유발 요인 중 공격성과 사회적 긴장, 친구환경변수가 통계적으로 유의미한 변수임을 도출해 낼 수 있었으며, 동시에 억제변수(가정내통제, 학교 통제)가 통계적 효과가 큰 억제요인임을 알 수 있었다. 이를 통해 본 연구는 가정과 학교의 역할이 청소년들의 사이버 폭력을 줄이고 사이버 위협을 관리하는데 아주 중요한 요인임을 밝힐 수 있었고, 청소년 사이버 폭력의 유발요인과 억제요인을 충분히 고려한 정책적 대응이 필요함을 알 수 있었다. 또한 제도 분석을 통해 범 부처 차원의 포괄적 협력의 중요성을 본 연구는 강조하였고, 나아가 제도･정책 개선을 위해 사이버 불링의 개념을 포함하는 청소년사이버폭력예방법의 제정이 필요함을 정책적 시사점으로제시하였다.
Abstract
The purpose of this study is to explore juvenile cyber-delinquency related factors in both in and out of school. This paper designed the research frame work with the trigger and deterrence factors from previous studies. And this paper builds up the juvenile cyber-delinquency model by the Structural Equational Modeling. The analysis reveals that friend environment, social tension, family and school control are statistically significant causal factors of both school and general cyber violence. According to this analysis this paper suggested that first ‘Act on the prevention of and countermeasures against violence in schools’ should be revised to assign more role and responsibility to social environment such as friend, family, school, and cyber space. Second it is also recommended in this law to include pertinent articles which can handle general cyber violence which occurs among cyber encounters outside school context. Third, current ‘Act on promotion of information and communications network utilization and information protection, etc.’ contains articles only for preventing the circulation of unlawful content, but not about the measures for cyber violence.
