Abstract
Despite a virtual absence of the shadow banking features present in advanced economies, the Korean financial system underwent serious upheaval during the 2008-2009 global shock. Given that most macroprudential indicators showed no signs of distress leading up to the crisis, the excess volatility of the Korean financial sector appears to have reflected lingering vulnerabilities. Korea will need to approach the current global reform agenda from a balanced perspective. Specifically, the ongoing drive to achieve financial prominence through mega-bank deals and consolidated financial services under the holding company framework needs to be re-examined in light of the prevailing regulatory movement. The scheme should also provide proper incentives for industry participants to overcome their inherent vulnerabilities in the capital market. In this respect, the provision of a global financial safety net would be critical to instill the initial conditions for capital market development in emerging economies.
