장애인 정보접근성 향상을 위한 입법과제 - 장애인의 능동적 사회참여를 위한 기본 전제

Abstract

Information accessibility enhancement for the disabled is a compulsory prerequisite for their active social participation. Discussing the information accessibility of the disabled, however, grounds that information divide between the disabled and the non disabled exists and has been intensified in an information society. Even though the divide has been deepened or improved depending on types of disability in an information society comparing to the past, the information society is the very time to effectively improve the information accessibility of the disabled. While enhancing information accessibility for the disabled, copyright is one of the most prevalent issues aroused when it clashes with the third party’s rights. Provision of braille or magnified textbooks for disabled students or systematic amendments for improving accessibility of web sites and mobile applications are example cases that the information accessibility enhancement of the disabled only limits the others’ convenience, not their rights. The matter of improving the information accessibility is not only the prerequisite to guarantee the disabled to live as a decent human, but also a nationwide issue considering the integration of the disabled and the non-disabled.
