본 연구는 우리나라 우주개발 의사결정체계에 대한 현황을 살펴보고, 향후 우주개발 선진국으로 진입하기 위한 정부조직 개선방안을 제시한다. 우주개발은 장기적 관점에서 정책을 수립하고 지원해야 하는 분야로, 본 연구에서는 우주개발 관련 조직에 관한 주요 쟁점을 도출하고, 이에 기반하여 정책을 제시한다. 현재 논의되고 있는 (가칭)우주항공청이 논의의 기본이 될 수 있으며, 다른 대안과의 비교검토를 통해 우리나라에 요구되는 최적화된 조직을 설계할 필요가 있다. ‘처’나 ‘청’과 같은 독임제 행정기관으로 할 것인지 또는 위원회 등 합의제 행정기관으로 할 것인지에 대한 논의가 필요하며, 부처 간 정책 조정과 민간 전문성 활용 측면에 대한 고민이 이루어져야 할 것이다. 또한 우주개발 행정기관이 관장하는 사무의 범위와 이를 지원하는 기관 지정에 대한 논의가 필요하며, 우주개발 행정체계를 구성하는 인력 구성에 대한 고민이 본격적으로 시작되어야 한다.
Abstract
The discussion of government innovation to step forward as an advanced country in mega public science such as space development is ongoing while changes in government organizations related to science and technology are continuously taking place. In order for a nation to have scientific and technological competitiveness, it is essential to discuss innovation in government organizations. This study examines the current state of Korea’s space development decision-making system and suggests ways to improve government innovation for the future of space development. In this study, space development is a field that should be established and supported by policies from a long-term perspective, and major issues related to space development-related organizations are drawn, the policies are presented based on this.
