미국 우주사령부 재창설 및 우주군 창설 입법 과정의 쟁점 분석: 미국 2018 국방수권법과 2020 국방수권법을 중심으로

본 연구는 우주안보에 대한 관심 증가에 따라 미국의 2018년 우주사령부 재창설과 2019년 우주군 창설과 관련된 해당 연도의 국방수권법(NDAA) 입법과정에서 제기된 주요 쟁점에 대해서 분석한다. 구체적으로, 2018년 NDAA 입법과정에서는 군사우주조직의 형태와 우주관련 직책에 대한 논쟁을 분석하였으며, 2020년 NDAA에서는 우주군 창설 유형 및 운영방안과 우주자산 획득체계에 대한 주요 논쟁에 대해서 검토하였다. 마지막에는 이와 같은 분석을 바탕으로 한국의 군사우주조직에 대한 함의를 도출한다.
Abstract
This research examines critical aspects such as the form of military space organization and types and operational plans for space force, and space acquisition system reforms implemented during the enactment of the 2018 and 2020 National Defense Authorization Acts (NDAA). Drawing on the outcomes of this analysis, the study offers insights and recommendations for the advancement of the Republic of Korea’s military space infrastructure.
