인공지능 관련 거버넌스와 입법 방향 제언 : 예견적 거버넌스 모델을 중심으로

초록

인공지능이 미칠 파급효과를 고려할 때 인공지능 거버넌스의 방향성 탐색이 필요한 시점이다. 이 논문은 이머징 기술로서 인공지능에 관한 바람직한 거버넌스를 논의하고, 인공지능 거버넌스의 방향성에 부합하는 입법방안을 제시하는 것을 주요 목적으로 한다. 과학기술에 관한 거버넌스 논의 중 이머징 기술의 거버넌스는 ‘잠정적’인 동시에 ‘미래 대비적’인 성격을 동시에 띠는 ‘예비적’인 특징을 보이고 있다. 본 논문에서는 인공지능 거버넌스의 방향성 차원으로 최근 이머징 기술 거버넌스와 관련하여 논의되고 있는 ‘예견적거버넌스 모델’을 중심으로 살펴보았다. ‘예견적 거버넌스 모델’은 미래예측, 시민참여, 학제간 통합을 강조하는 거버넌스 모델로서 궁극적으로 사회적, 기술적 측면의 역량을제고하는 것을 목표로 한다. 이런 방향성 측면에서 본 논문은 인공지능 관련 입법 시 고려해야 할 사안과 정부 부처간 업무조정 방안 등을 제시했다.

Abstract

As a number of reports forecast that the impact of artificial intelligence (AI) will be important and powerful, the desirable governance for AI should be discussed. This paper reviews the anticipatory governance model as a desirable governance model for AI. The anticipatory governance model includes activities of foresight, engagement, and integration among the government, civil society, expert groups, industries, and so on. This paper suggests directions for legislation for AI in terms of public engagement and policy coordination.
