이 논문은 포스트 크라이시스 세계에서 한국과 러시아 간 경제협력에 관한 관점들에 논의를 목적으로 한다. 먼저 역사적인 맥락에서 위기이후 나타난 변화들을 분석한 결과 위기가 주로 글로벌 불균형에 의하여 발생하였지만 헤게모니 국가의 무책임한 정책들로 인하여 증폭되었음을 알 수 있다. 2008년 경제위기 역시 글로벌 불균형에 의하여 발생하였으며 이를 극복하기 위해서는 헤게모니 국가들의 책임감 있는 정책이 중요하다. 이러한 맥락에서 기존에 논의된 한·러 간 경제협력에 관한 관점들은 수정되어야 할 것이다. 기존의 논의들은 한국과 러시아 간 경제협력이 세계경제체제의 한 부분이라는 사실을 등한시했다. 그래서 포스트 크라이시스 세계에서 한국과 러시아 간 경제협력에 있어 위기로 발생하는 각종 위험을 줄일 수 있는 제도 및 금융 협력을 제안한다. 예를 들어, 유럽개발부흥은행과 비슷한 기능을수행하도록 (가칭) 시베리아개발은행을 설립한다면 제도적 위험은 크게 줄어들 것이다. 이러한 토대를 바탕으로 우리의 정보통신 기술이 러시아 네트워크 시스템의 가치를 높일 수 있을 때 양국은 진정한 상호보완적인 협력을 이룩할 수 있을 것이다. 이에 덧붙여 한 ․러 간 경제동반자 협정도 양국 간 경제협력의 제도적 위험을 줄여줄 수 있는 기회를 제공할 것이다.
Abstract
The paper focuses on perspectives of Korea-Russia economic cooperation in the post-crisis world. First, the study analyzes the main changes after the crisis, from historical context. Lessons from Great Depression have shown that the crisis has been mainly caused by global imbalances as well as by lack of responsibilities of hegemonic state. Global imbalances has also become main reasons for global crisis of 2008. Second,the author examines the previous approaches which studied the economic cooperation between Korea and Russia and problems of their approaches. Previous studies on Korea-Russian economic cooperations have neglected that economic cooperation between two countries should be the part of world economic system. The author suggests that financial and institutional cooperation must be one of top priorities in economic cooperations between Korea and Russia in near future. For instance,Siberian Development Bank(temporarily named) similar to EBRD or Eurasian Bank for Development could be one alternative to reduce institutional risks. Korean IT technology could also increase values of Russian network system. In addition, Korea-Russia BEPA is also one of important measures to reduce institutional risks.
