러시아 정부의 혁신정책은 2010년대부터 본격화되었다. 혁신발전전략을 통해 러시아 정부는 혁신산업을 육성하고 경제성장의 동력을 확보하고자 했다. 그리고 푸틴 4기 정권이 들어선 2018년 러시아 정부는 또 다른 혁신전략을 통해 디지털 경제와 혁신산업 육성이라는 두 가지 축을 통해 혁신성장을 우선과제로 추진하고 있다. 2010년부터 2018년까지 러시아의 혁신전략을 평가해보면, 혁신역량과 실행결과 모두에서 접근성과 생산성은 향상되었다. 정보접근성과 지적재산권보호의 강화는 전자의 혁신역량 제고에 긍정적인 영향을 주었으며 제조기업 수 증가 등의 혁신실행결과도 고무적이다. 그러나 역량과 실행의 두 영역에서 기저, 확산, 활용성은 큰 개선이 이루어지지 않아 혁신의 기반은 향상되었으나 이를 활용하여 제품이나 서비스를 만들고 확산하며 활용하는 영역은 여전히 혁신이 부족하다고 평가할 수 있다.
Abstract
The Russian government’s innovation policy has been in full swing since the 2010s. Through its innovative development strategy, the Russian government sought to foster innovative industries and secure the driving force of economic growth. And in 2018, under Putin`s fourth term, the Russian government is pushing ahead with growth of innovation as a priority through two pillars, the digital economy and the fostering of the innovative industry. Evaluating Russia’s innovation strategy from 2010 to 2018 improved accessibility and creation both as a result of innovation capacity and performance. Strengthening access to information and protection of intellectual property has had a positive effect on the improvement of the former’s innovative capacity. And as innovation performance, increase in the number of manufacturing companies, is encouraging. However, there have not been much improvement in anchor, diffusion and exploitation in both areas of capacity and performance. The basis of innovation has improved, but it can still be assessed that there is a lack of innovation in the areas where products or services are created and distributed and used.
