탈냉전 이후 러시아는 세계질서의 근간이나 국제법의 원리를 바꾸는 것에 전념하는 수정주의가아닌 신수정주의 입장에서 국제관계를 모색하고 있다. 러시아의 신수정주의적 안보전략은 국제관계에서의 게임규칙 자체를 변경하자는 것이 아니라 규칙이 실행되는 방식의 변경을 요청하는 것이다. 즉 현재의 국제구조를 완전히 분해하려는 의도를 가지고 있는 것이 아니라 자신들의 대표성 강화를기대하고 있다. 이는 한편으로는 상당기간 추진해 온 EU 및 미국과의 파트너십 구축이라는 환상에서 벗어나 외교적 자율성과 자유를 확보하고, 다른 한편으로는 미국 주도의 서방에 대항하기 위해동맹 및 연합세력을 확대하는 전략이다. 미국 헤게모니에 대한 러시아의 저항은 두 가지 형태를 띠었다. 첫째, 전 소비에트 공간에서의 영향권 회복, 둘째는 대안적인 국제기구 및 협력체의 창설 및 지원이다. 전자는 군사력 강화 및 선전도구 활성화 노력을 통해 현실화되었고, 후자는 다자주의 국제질서 구축을 위한 중국과의 협력 및 유라시아통합 노력으로 나타났다. 신수정주의적 안보전략으로 전개된 재군사화와 다자주의적 협력확대는 국내적으로는 정치안정과 단합 효과를, 국외적으로는 러시아의 위상제고 효과를 가져올 수 있었다.
Abstract
After the post-Cold War, Russia has been seeking international relations from the position of Neo-Revisionism, not revisionism devoted to changing the basis of world order or principles of international law. Russia’s neo-revisionist security strategy is not asking to change the game rules themselves in international relations, but to change the way the rules are implemented. In other words, they are not intending to completely decompose the current international structure, but are expecting to strengthen their representation. This is a strategy to secure diplomatic autonomy and freedom from the illusion of establishing partnerships with the EU and the US, which has been pursued for a long time, on the one hand, and to expand alliances to counter the US-led West. Russia’s resistance to US hegemony took two forms. The first is the restoration of the sphere of influence in the former Soviet space, and the second is the creation and support of alternative international organizations and cooperation bodies. The former has been realized through efforts to strengthen military power and revitalize propaganda mechanism, and the latter has emerged as an effort to cooperate with China and integrate Eurasia to establish a multilateral international order. The remilitarization and expansion of multilateral cooperation developed through the neo-revisionism security strategy could bring about political stability and unity at home, and raise the status of Russia abroad.
