Abstract
The paper analyzed the four economic crises that occurred in Russia since 2000 using four indicators: the intensity and duration of the impact, the damage to economic fundamentals, and the scale of damage suffered by the people. The 2008 global financial crisis was the strongest across all four indicators. The shock intensity was weakest during the chicken game and low oil prices in 2014, but it was second only to the global financial crisis in the remaining indicators. The COVID-19 pandemic was the second-strongest impact, but had the shortest recovery period. The damage to fundamentals was relatively minor, and the suffering experienced by the people was the least severe among the four crises. The 2022 Ukraine war had a smaller impact than anticipated and lasted only four quarters. There was no economic loss in fundamental terms, but the misery index more than doubled compared to its level before the war. The difference in the impact strength and damage was the result of an interaction of external factors such as the scope of the crisis, global demand shocks, and fluctuations in international commodities prices, and internal factors such as the characteristics of the Russian economic structure and the government anti-crisis policy response.
