Abstract
This article examines the causes and outcomes of the British Labour's party renewal and policy switch in the context of the decline of European Social Democracy. According to the conventional wisdom, a party's policy switch is driven by societal change that leads to electoral change. As a whole, it is conceived of as a consecutive process about which a simplistic causality is assumed. Although this article does not deny the general idea that societal change brings about electoral change, whether it be realignment or dealignment, and eventually leads to specific election results, it tends to ignore intraparty dynamics as a possible source of policy switch. This article focuses on what happened inside the party in question for a better understanding of the missing link between electoral change and policy switch. This article looks into the 1987-1992 Policy Review series of the British Labour which had been suffering from eighteen years of electoral defeats since 1979. This article argues that the New Labour's return to power in 1997 is largely due to party renewal and modernization that was motivated by successive electoral defeats. The British case can be situated in a larger picture of European social democracy in which different national parties of the left have engaged in different forms of organizational renewal for policy switch as a way of facing the crisis of social democracy.
