한반도 비핵화를 위한 전제조건 모색: 북한 핵무장화 원인해결방안과의 연계성을 중심으로

초록

지난 10월 9일 북한의 핵실험은 한반도 안보환경의 변화를 초래할 만한 사건일 뿐 아니라 국제정치에 있어 핵확산에 대한 우려를 가져다 준 중요한 의미를 지니고 있다. 사실 북한 핵문제는 최근의 일이 아니라 지난 1993년 제1차 핵위기가 한반도에서 발생한 이후 현재까지 지속되는 연속선상에 있다. 북한 핵문제가 10년이 넘는 기간을 통하여 이어지는 것은 핵확산의 특성상 예상되어 왔던 일이었다. 즉 북한 핵문제해결을 위한 분석과 협상은 다양하고 폭넓게 이루어져 왔지만, 이러한 학문적 분석과 외교적 노력이 구체적 결과를 달성하지 못한 이유 중의 하나는 북한의 핵개발목적이나 원인에 대한 근본적 해결이 미흡하였기 때문이다. 예를 들어 북한이 핵개발을 하는 중요한 동기 중의 하나가 안보불안과 국제관계의 정상화를 통한 체제유지에 있다는 점을 고려할 때, 이에 대한 적절한 방안제시가 구체성을 가지지 못하였다는 것이다. 본 연구는 기존 한반도비핵화나 동북아비핵지대를 위한 여러 가지 방안들이 나름대로의 적실성을 가지고는 있지만 실천적인 면에서는 여러 문제점을 내포하고 있다고 지적한다. 예를 들어 비핵화의 목적이 핵무기의 확산방지와 해당 국가들의 안보증진에 있지만, 동북아비핵지대안이나 한반도 비핵지대안은 핵무기의 확산방지에 국한한 효과만을 강조하고 있다. 즉 핵확산의 동기를 해결할 수 있는 방안을 제시하지 못한 상황에서의 비핵지대안은 대상 국가들에 대한 설득력이 약할 뿐만 아니라 효과성도 떨어지는 것이다. 특히 한반도의 비핵지대화는 이미 북한의 핵보유로 인하여 더욱 실현되기 어려운 상황에 있다고 본다면, 새로운 시각과 방법으로 한반도 비핵화를 추구할 수밖에 없다. 본 논문에서는 한반도의 비핵화를 추구하기 위해서는 무엇보다도 북한 핵무장화의 원인해결이 선행되어야하며, 이를 바탕으로 장기적인 관점에서 비핵지대화를 추구하여야한다고 보고 있다.

Abstract

Since the advent of nuclear weapons, two strategies have evolved to manage the threat of nuclear war nuclear deterrence and nonproliferation. Nuclear weapons are acquired for various purposes to reduce a sense of vulnerability within a world order where such weapons have reorganized the logic of military preparedness; to support nationalism; or to achieve and maintain power. Nuclear weapons are thought to deter aggression and thus empower the possessor. Even so, the horrors that nuclear weapons can wreak having been demonstrated, international laws and institutions have emerged to prevent nuclear proliferation. However, nonproliferation efforts by nations and international organizations led by the U.S. are thwarted by the reality that some nations are stilled focused on acquisition for deterrence, if not aggression. Current nuclear test by North Korea despite fierce international opposition shows that nuclear weapons are still valued as a deterrent that offers unparalleled strategic and political benefits. This paper scrutinizes North Korea's nuclear development details, objectives, and potential influence on international relations, and offers new approaches to establish denuclearized Korean peninsula. It views denuclearized Korean peninsula as the best political purpose and strategy in all related countries even including North Korea. However, in order to achieve this goal, this article suggests that there are to be needed preconditions such as legally binding security assurances to North Korea, normalization diplomatic relationship with North Korea and U.S.A., etc.
