중국의 사유화는 전체적으로 보면, 1990년대 중반을 기점으로 그 이전과 그 이후가 명확한 차이를 보인다. 즉, 1990년대 중반 이전까지의 사유화 과정은 사회주의적 소유의 기본 틀을 크게 훼손하지 않으면서 사유부문을 새롭게 성장시키는 ‘비공식적 사유화’ 과정이었다고 한다면, 1990년대 중반 이후부터는 국유부문의 민영화가 본격화되는 탈(脫)국유화 방식의 ‘공식적인 사유화’가 전개되었다. 그러나 중국적 사유화의 가장 핵심적 특징은 여전히 국가 주도의 ‘관리되는 시장체제’ 하에 공유부문의 유지를 전제로 하면서 부분적으로 탈국유화 개혁을 추진하는 ‘질서 있는 사유화’를 추진해온 것이다. 또한 중국이 사회주의적 정체성을 유지하고 있는 상태에서는 이와 같은 ‘사유화의 중국적 모델’은 지속 가능한 것으로 전망된다.
Abstract
Taken privatization in China as a whole, in the mid-1990s, as there is a clear difference between the earlier and later. While the privatization in the mid-1990s before is the 'informal privatization' that allows the nourishment of private sector without undermining the basic framework of socialist ownership, from the mid-1990s as turning point it have occurred 'formal privatization' of denationalization that property rights transfer from the state to private entities. However, the most important feature of the ‘Chinese Privatization' is the characteristic referred to as ‘privatization with order’, that means partial denationalization but maintenance of public ownership sector under the governed market system. In addition, the feature is expected to be sustainable, because China still tries to keep the socialist identity.
