Abstract
This article explains the historical process about that why China has succeed in initial stage of economic reform, and why it made its that choice, with comparative perspective of Russian case, and indicates the limits of existing approaches, that is shock-incremental approach or state-market approach, and political-economic dichotomic view. The debaters of system-transition generally count on initial condition or institution, state policy for successful transition factor, but this factor analysis will not be able to explain why China has selected incremental method, and how there is a possibility of gathering a growth. Thus, It's important to grasp the difference of political structure and a political process that the leaders how accomplish the wide agreement on this condition. Also according to its outside condition and the relationship with existing world economy, transition state has very different to road. In short, the economic growth of China is a result of the political process of an inside power structure and an external condition, not only the top-down reform. It's a correspondence of state-social relationship, which each territory of the society has a effect of reform process itself, and reconfigurates existing institutions.
