동맹이론을 통한 한미전략동맹의 함의 분석

초록

본 연구의 목적은 일반 동맹이론에 입각해 이명박정부 이후 급부상하고 있는 한미전략동맹 개념을 이론적으로 이해하고 그 적실성을 분석하는 것이다. 한미전략동맹이 한국안보의 중심축으로 작동해 온 반세기 한미동맹을 새로운 시대적 환경에 맞도록 변모 및 격상시킨다는 목표를 앞세우고 있지만, 그 개념과 실천방향은 아직 모호하다. 자주 등장하고 있는 “가치동맹,” “신뢰동맹,” “평화구축동맹”이라는 전략동맹의 핵심 지향점조차 한미동맹에 관한 기존의 개념만으로는 이해하기 어려운 측면이 크다. 게다가 지금까지 밝혀진 한미전략동맹의 내용이, 몇 가지 새로운 아이디어에도 불구하고 압도적인 비대칭성 같은 근본적인 문제점으로 지적되어온 것들이 잔존하거나 오히려 강화될 가능성을 포함하고 있다. 현재까지의 한미전략동맹은 일단 구체화되기 전에 원칙, 목표, 이념부분을 수립한 상태이다. 따라서 현 국면에서 평가해야 할 부분은 동맹의 현상분석보다는 동맹이론의 맥락에서 이런 원칙들이 가지는 문제점은 없는지 여부이다. 이러한 맥락에서, 본 논문은 일반 동맹이론의 적용을 통해 한미전략동맹의 성격과 내용을 규명하고자 한다. 동맹이론 중에서 정체성 요소를 중심으로 하는 구성주의적 분석, 안보와 자율성의 교환 동맹에서 나타나는 잉여통제력 개념, 연루와 방기의 동맹 딜레마 이론을 통해서 한미전략동맹의 본질을 분석한다. 또한 이러한 동맹이론의 적용을 통해 한미전략동맹의 본질을 파악한 뒤, 이에 따라 제기되는 한미전략동맹의 이론적 함의와 문제점에 대해 논한다.

Abstract

This study tries to analyze the validity and utility of the ROK-US strategic alliance that has been initiated by the current Lee Myung Bak administration based on general alliance theories. Although the goal of the ROK-US strategic alliance is to change and upgrade the half-century old alliance between Korea and the US in the new era, the concept and direction remain ambiguous. Furthermore, what has often been publicized recently, 'shared interests based on value, trust and peace,' as the core concept of the strategic alliance is not easy to understand either. Even more, despite the several new ideas disclosed in the concept of strategic alliance, fundamental problems such as inequality would persist, if not reinforced more. At this moment, the ROK-US strategic alliance is at the point of establishing principles, goals, and ideologies before specifications are put in place. Therefore, now is the time to check if the alliance would cause any critical problems in the future when it becomes full-fledged. In this regard, this article tries to figure out the genuine characteristics and contents of the ROK-US strategic alliance by applying alliance theories of international politics. Especially among those theories, constructivist analysis which delves into the issue of identity, surplus control derived from autonomy-security trade-off alliance, and the theory of alliance dilemma between abandonment and entrapment are applied to accurately comprehend the implications of the new strategic alliance.
