이 글은 북핵문제 해결과 관련해 그간 소홀하게 다뤄져 온 러시아의 역할을 제고시켜야 함을 주장하고 있다. 이는 무엇보다 북핵문제가 곧 북한 에너지부족 문제와 직접적 연관을 맺고 있으며, 러시아는 6자회담 관련국 가운데 북한과 접경하고 있으면서 가장 풍부한 에너지자원을 보유하고 있다는 사실에 근거하고 있다. 즉 북한의 핵개발 의도가 체제 안전보장과 에너지의 안정적 확보에 있다는 현실적인 가정을 한다면 러시아는 후자의 문제 해결에 주된 역할을 할 수 있다. 따라서 남북러 간 경제교류협력 관계를 분석하면서 특히 다양한 에너지협력 방안을 러시아의 역할과 전략을 중심으로 살펴보았다. 그리고 결론적으로 북핵문제 해결과 연관된 에너지협력사업은 남북러 삼각협력 중심으로 추진될 가능성이 높고, 또 그런 방향으로 추진되는 것이 바람직하다는 주장이다. 또한 이 과정에서 예상되는 현실적인 문제점을 살펴보고 새 정부가 취할 바람직한 정책방향을 제시하고자 하였다. 핵문제 진전 시 새 정부는 러시아와 한반도를 파이프라인, 송전선, 철도 등으로 연결하기 위한 관련국들의 노력을 주도적으로 견인하면서 이를 북핵문제의 해결뿐 아니라 우리의 에너지자원을 보다 안정적으로 확보하는 전환점으로 활용해야 한다. 국제협력을 통한 재원조달 차원에서 관련 이해당사국과의 컨소시엄을 조성하거나, 러시아로부터 에너지자원을 제공받는 조건으로 우리의 기술로 관련 인프라 구축을 지원하는 패키지 딜(Package Deal) 협력방식도 고려해야 한다.
Abstract
Within the framework of the Six-Party Talks, they have tried to find a resolution to the North Korean nuclear issue but erroneously marginalized the role of Russia. So the new administration in South Korea should reconsider Russia's valuable role. This argument is based on the belief that North Korea's nuclear development programs are directly related to the country's energy scarcity and associated problems. And Russia as one of the world's resource-rich nations can play a key role in ameliorating these problems. This paper analyzes the economic exchange cooperation between two Koreas and Russia, focusing on energy cooperation, especially in connection with the role and strategy of Russia. It suggests that such cooperation be associated with solving the nuclear issue and be promoted in a trilateral cooperation format involving the two Koreas and Russia. It also describes the anticipated problems of such cooperation, as well as outlines the desirable policy direction for the new administration in South Korea. To move the denuclearization process forward, the new administration in South Korea should encourage relevant countries to make efforts to collaborate with Russia and South Korea on various energy-related projects that would involve the North. Also, South Korea should create an international consortium to finance these projects or should consider cooperation via a package deal that supports the building of infrastructure in North Korea with South Korea's technology, but on the condition that South Korea is offered energy resources from Russia.
