북한 핵문제에 대한 러시아의 입장과 대러 협력방안

2016년 1월 북한의 4차 핵실험 이후 한국은 강력한 대북 제재를 주장하는 한편으로 효과적인 대북제재를 위한 국제공조를 활발히 추구해왔다. 그러나 국내에서 그러한 국제공조에 관한 논의는 한국과 미국, 중국, 그리고 일본과의 협력에 치우쳤으며 러시아의 역할은 간과되거나 과소평가 되어온 것이 사실이다. 러시아는 북한의 핵개발을 반대한다는 분명한 원칙을 갖고 있지만 북한 핵문제는 6자회담처럼 다자적이고 정치적인 방식으로 다루어져야 한다는 입장을 일관되게 유지해왔다. 그러한 맥락에서 러시아는 북한의 4차 핵실험에 대해서도 반대의 목소리를 냈으며 유엔의 대북 제재결의 2270호의 채택에도 동참했다. 그러나 다른 한편으로 러시아는 체제의 존립 자체를 위협할 정도로 북한에 대한 압박을 가하는 것에 대해서는 반대한다. 기본적으로 러시아는 북한 핵문제의 해결에 참여함으로써 한반도와 동북아에서 자신의 영향력을 유지하려고 노력한다. 또한 러시아는 대북 제재에도 남북러 3각협력과 극동개발 등 자국 이익의 실현기회를 보존하는 데 큰 관심을 갖고 있다. 이러한 점을 고려해 대한민국은 러시아와의 협력을 강화해 나갈 필요가 있다. 첫째, 한국은 러시아와 대북제재의 효과적인 실행을 위해 서로 협력을 확인해 나가야 한다. 둘째, 북한 핵문제의 해결은 제재뿐만 아니라 대화를 통해서 접근해야하기 때문에 남북한 및 북핵 관련국들 사이의 대화를 위한 러시아의 중재역할을 모색할 필요가 있다. 셋째, 그러한 러시아의 건설적 역할을 촉진시키기 위해 러시아의 극동개발 프로젝트에 대한 한국의 참여를 포함하는 한러 쌍무협력을 발전시켜 나가야 한다.
Abstract
The Republic of Korea has stepped up international cooperation in an effort to dissuade North Korea from developing nuclear weapons program since the North pushed ahead with the fourth round nuclear test in January 2016. Nevertheless, in South Korea discussions on and interest in international cooperation related to the North Korean nuclear issue are mostly directed toward the United States, China and Japan, while scant attention has been paid to Russia in the issue. While having been unequivocally opposed to the North Korea’s nuclear program, the Russian Federation has consistently been advocating a peaceful and political approach in a multilateral format. From this perspective, on the one hand, Russia agreed to the UNSCR-2270 and took part in even strengthened sanctions against North Korea. On the other hand, Russia has been objecting to such a heavy pressure on the North that might result in political instability or even collapse of the Pyongyang regime. Basically, Moscow aims at expanding its influence by participating in the process of resolving the North Korean nuclear problem. And Russia aspires to preserve the opportunities to realize its own economic and geo-political interests including the trilateral cooperation among the two Koreas and Russia and development projects in the Russian Far East. Taking those positions into consideration, Seoul should promote cooperation with Moscow to deal with the nuclear conundrum caused by Pyongyang. First, the ROK need to consolidate cooperation with Russia on effective implementation of sanctions against the North. Second, Seoul should keep a close contact with Moscow in order to carve the latter’s role as a mediator inducing Pyongyang to come to the negotiation table, because the North Korean nuclear issue is not likely to be resolved through sanctions only. Third, given such a prospect for Moscow’s constructive role, Seoul should develop bilateral cooperation with Russia including Korean firms’ participation in the development projects in the RFE.
