이 논문의 목적은 온라인상의 새로운 정보환경과 숙의의 상호작용이 정치참여에 미치는 영향력을 분석하는 데 있다. 온라인 커뮤니케이션상에서 수준 높은 숙의의 형성조건은 시민들이 얼마나 다양한 견해에 노출되어 있고 동시에 느슨한 사회적 관계망을 가지고 있는가에 달려있다. 다양한 견해에 대한 노출과 느슨한 유대관계는 시민들 자신의 견해뿐만 아니라 이견에 대한 합당한 근거까지도 알게 해주어 합의된 정책의견을 만드는 데 필요한 정책선호 형성에 도움을 준다. 이렇게 형성된 정책의견은 개인들이 올바른 정치적 선택을 하는 데 영향을 주고, 결과적으로 폭넓은 정치적 활동에 대한 참여를 불러일으킬 것이다. 이 논문은 영남 지역 대학생들을 대상으로 서베이를 진행하여 이러한 이론을 테스트한다. 경험적 분석 결과는 선택적 노출이 낮고 느슨한 사회적 관계망을 많이 가질수록 온라인상에서 숙의의 수준이 높아지며, 이러한 숙의와 다양한 견해에 노출, 느슨한 유대관계의 상호작용이 개인들의 정치참여를 촉진시키는 것으로 나타났다.
Abstract
This article explores how the interaction between the new information and deliberation on the internet influences political participation. A higher level of deliberation in online communication is dependent upon both cross-cutting exposure and weak ties. Exposure to cross-cutting views and wide-ranging social networks help citizens to understand rationales of both my own perspectives and oppositional views, and, in turn, crystallize policy preference which is necessary for updated policy opinion. Not only does this policy opinion play a critical role in correct political decision, but it just results in extensive political participation. This paper provides empirical tests of this theory using data from surveys designed for university students in Yeoungnam province. The empirical findings support the theory. Individuals with a lower level of selective exposure as well as all-encompassing social networks are more likely to have a higher level of online deliberation. Furthermore, the interaction between cross-cutting exposure/weak ties and online deliberation leads young people to increase electoral participation.
