김정은 시대 북한체제는 ‘주변부 국가성’이 나타나고 있다. 그 특성은 첫째, 국가능력과 책임성이 약화되었다. 이는 현존 사회주의의 사회경제적 지배질서가 유명무실해졌음을 의미한다. 둘째, 국가의 대외의존성이 증가했다. 국내생산체계가 무너지면서, 생산의 부족과 재정위기를 해외원조, 수출, 경제협력 등을 통해서 확보한 ‘외연적 렌트’에 의존하게 되었다. 셋째, 사회의 국가(관료)의존성이 증가했다. 경제위기가 장기간 지속되면서 주민의 다수가 주변계층화되었으며, 그 결과 사회는 오히려 과거보다 더 국가에 의존하는 모습을 보인다. 마지막으로, 시장화 과정에서 ① 정치권력의 시장 개입과 통제, ② 공급 부족, ③ 유통경로의 불투명성, ④ 모순적 수요구조, ⑤ 이데올로기적 정당성 부재 등으로 인해 렌트가 발생하며, 이로 인해 결국 시장화 과정이 권력과 특권의 재생산에 기여하게 된다.
Abstract
The North Korean System has the 'periphery stateness' in Kim Jong-un era. First of all, state capacity and state responsibility that is the really existing socialist social and economic ruling order has weakened, in fact collapsed in North Korea. Secondly, the foreign dependence of state deepened. North Korean depended on the external rents which received or earned through the foreign aids, the exports, and the economic cooperation in order to overcome the shortage of production and the fiscal crisis because the domestic production system collapsed in 1990s. Thirdly, the society increasingly depends on state(bureaucracy). The majority of populations changed to marginality as economic crisis continued in the long term. Lastly, rents raised in the marketization process owing to ① the market intervention and clampdown of political power, ② the shortage of supply, ③ the intransparency of the distribution channel, ④ the contradictory structure of demands, ⑤ the absence of ideological legitimacy. As a result, the marketization process contributed to the reproduction of power and privilege.
