시장화의 영향을 중심으로 본 북한의 통치성 변화와 함의

초록

사회주의 통제경제에 입각한 북한은 1990년대 중반부터 경제위기와 식량난을 겪기까지는 안정적으로 체제 유지를 해왔다. 북한 경제위기와 식량난은 북한 사회주의 체제의 존속을 위협하는 최대의 위기였다. 이 위기를 극복하는 과정에서 도입된 시장화는 북한 통치자들에게 시장과 사회주의를 어떻게 양립시키냐의 문제를 초래했고 이를 해결하기 위해 ‘실리사회주의’라는 통치담론을 만들었다. 이 ‘실리사회주의’는 체제변화가 아닌 체제 안에서 제한적으로 시장화를 수용하려는 의도에서 만들었지만 시장화의 확산과 함께 ‘실리(utility)’ 개념은 지도자의 유일영도를 뒷받침하는 가부장제와 사회주의를 결합한 ‘사회주의 대가정’의 통치담론을 약화시키고 있다. 북한 통치자 김정은은 이에 대응하여 새로운 통치담론인 ‘인민대중제일주의’를 내세우고 있다. 본 논문에서는 ‘사회주의 대가정’과 ‘실리사회주의’, ‘인민대중제일주의’의 통치담론 분석을 통해 이 통치담론에 반영된 통치성의 변화와 함의를 논의하고자 한다.

Abstract

North Korea had maintained stability of system based on Socialist planned economy until it confronted economic crisis and great famine during middle of 1990s to 2000. Economic crisis and great famine which had threatened the survival of North Korea has bring about the effect of accommodating market. The market which is in initial stage of development has been the part of system of North Korea under Kim Jong-un’s rule. This paper will examine the effect which market has exerted on illiberal and authoritarian governmentality of North Korea. The concept of governmentality elaborated by Michel Foucault is instrumental to grasping the clear picture of the effect which Market has caused on North Korea’s authoritarian governmentality which is based on bio politics. Marketization has brought North Korea with horizontal order of power which work on destablizing the vertical order of power and transforming power relations, which force Kim Jong-un to respond to the challenges of regime of market through the discourses of government, ‘People First politics’. The emergence of ‘People First politics’ as a leading discourse of government indicates that focus of government by Kim’s regime is shifted from the ‘top-down’ politics to politics which is responsive to the public opinion. This trend can be interpreted as a sign that North Korea move from socialist authoritarian governmentality to neo-socialist governmentality.
