한일 지방자치단체 협력의 전개: 자매도시 결연전략

본 연구는 한일 간 지방자치단체의 국제교류가 한일관계에 무엇을 가져다주었는지, 목표는 무엇이고 어느 정도 달성되고 있는지, 그리고 그 결과가 한일관계에는 어떠한 영향을 주고 있는지 설명하고자 한다. 이를 위해, 주로 일본의 ‘한일자매도시 결연연구회’가 2014년 한일 간에 자매도시 결연관계에 있는 자치단체를 대상으로 실시한 설문조사 결과에 근거하여 분석하고 있다. 분석 결과, 한일 간 자매도시 결연은 주로 우호친선과 국제이해 촉진을 목적으로 하며, 이를 위한 사업이 한일 쌍방에서 이루어진 결과 상호 간의 우호관계 촉진에 기여하고 있다. 다만 한일 간에는 그 목적에서 약간의 차이가 있는데, 한국은 일본에 비해 경제 활성화와 행정적 협력에도 중점을 두고 있는 것으로 나타났다. 2012년 이후 한일관계의 급속한 악화는 한일 간 자치단체 교류에는 큰 영향을 주지 않았으며, 양측 모두 향후에도 교류를 지속․확대할 계획이다. 현재의 한일 간 외교관계 악화에만 눈길이 가기 십상이지만, 교류 본연의 자세가 다층화되고 있다는 사실은 한일관계를 다방면으로 파악해야 할 필요성이 있음을 재차 나타내 보이고 있다.
Abstract
The purpose of this study is to understand the goals, achievements and effects of the international exchange among the local governments between Korea and Japan through the analysis of survey research carried out in 2014. Also, I intend to clarify what kind of influence it has on the Korea-Japan relations as a result. Through the analysis, I find that the sister city partnership between Korea and Japan is mainly carried out for the promotion of friendship among the citizens and the international understanding. And the business for these purposes has been carried out in both sides and contributes to the promotion of the Korea-Japan's friendly relationship. But there is some difference in a purpose between Korea and Japan. The cities of Korean side place importance on the economic activation and administrative cooperation compared with the Japanese side. After 2012, the Korea-Japan relations turned worse rapidly. However, the interchange between their local governments does not receive the influence so much. The local governments in Korea and Japan will continue and expand the exchange business in the future. We are likely to pay more attention to the aggravation of diplomatic relations between Korea and Japan. However, that the way of the interchange has become multi-layer shows the necessity to catch the Korea-Japan relations versatilely.
