한국 복지태도 변화에 관한 연구: 복지태도 결정요인을 중심으로

초록

개인의 사회경제적･인구학적 특성을 복지태도 및 대중 균열의 주요 결정요인으로 보는 서구사회의 경험적 연구와는 달리, 국내 선행연구의 결과는 전반적으로 이를 지지하지 않는 경향이 있다. 하지만 2010년대 초･중반을 중심으로 대중의 복지태도를 분석한 몇몇 연구에서는 한국 복지태도의 질적인 변화가 확인되기도 하였다. 본 연구는 이러한 기존 국내연구의 연장선에서 한국 복지태도 결정요인을 중심으로 복지태도의 변화 여부 및 그 양상을 파악하고자 하였으며, 이를 위해 <한국복지패널, 복지인식 부가조사> 8차(2013년)와 14차(2019년) 자료를 각각 분석하고 그 결과를 비교하였다. 복지태도를 크게 복지국가에 대한 일반적인 태도(정부의 소득격차 해소 책임, 복지 확대를 위한 증세, 보편적 복지에 대한 태도) 및 개별 사회정책영역(국민연금, 아이를 키우는 가족 지원, 실업대책)에 대한 태도로 구분하여 각각에 영향을 미치는 요인을 순서형 로짓으로 분석한 결과, 2013년의 경우 두 측면 모두에서 개인의 사회경제적･인구학적 특성 및 복지 지위 등 다양한 복지이해 변수가 통계적으로 유의미한 영향을 보였다. 특히 이러한 경향은 증세 및 보편적 복지에 대한 태도, 그리고 개별 사회정책영역에 대한 태도에서 더욱 두드러졌다. 반면 2019년의 경우 복지국가에 대한 일반적인 태도 및 개별 사회정책영역에 대한 태도 모두에서 복지이해 변수의 영향력이 대폭 감소하였으며 이념 성향의 영향은 상대적/절대적으로 증가하였다. 이와 같은 결과는 한국 복지태도가 정치 사회적 배경에 따라 매우 역동적으로 변화하고 있음을 보여준다. 더불어 한국 복지태도 계층성 강화를 주장한 연구들을 제한된 시기에 한정하여 지지함과 동시에 근래에 들어 다시 비계층성이 강화되었음을 보여준다.

Abstract

This study explores how determinants of social welfare attitudes in South Korea have changed overtime by analysing the data from <Public Attitudes towards Welfare Policy> round 8(2013) and 14(2019). The effects of various self-interest variables and ideological inclination on welfare attitudes are examined with regard to individuals’ attitudes towards the welfare state(views on government responsibility to reduce difference in income levels, tax increase for welfare state expansion, and universal welfare provision) as well as attitudes towards three specific social policy areas(public pension, support for families with children, and support for the unemployed). The results show that in 2013, attitudes towards both the welfare state and specific social policy areas are found to be affected by various self-interest variables, such as gender, education attainment, marriage status, number of dependent children, household income, age, labour market status, and welfare status. Such a tendency is particularly conspicuous in relation to individuals’ views on tax increase, universal welfare provision, and individual social policy areas. In 2019, in contrast, the effects of most of self-interest variables on both dimensions of welfare attitudes turn out to be statistically insignificant while the impact of ideological inclination shows significant increases. Such a results are understood as suggesting that welfare attitude formation in Korea is easily affected by external factors such as political and social situations, and that the inconsistency between welfare attitudes and self-interest measured by socioeconomic and demographic characteristics still strongly remains in Korea.
