Abstract
Premised upon that American grand strategy is basically a discourse on America’s relationship with the world and guided by E. H. Carr’s concept of the harmony of interests, this paper traces the evolution of American grand strategy after the Cold War. The archetypical logic of post-Cold War American grand strategy has been a natural harmony of interests among America’s global hegemony, American national interests, and the interests of international society, and which has been legitimized by America’s exceptional power, ideology and institutions. The Iraq War, the Great Recession and Trump’s ‘America First’ have undermined American hegemony exceptionalim. The strategy of liberal hegemony-primacy is now challenged by the strategy of restraint-retrenchment.
