서구식 절차적 민주주의를 수용한 러시아는 자신의 환경에 적합한 민주주의모델을 찾아 왔다. 러시아 국민들은 시민사회를 경험하지 못했고, 행정부 우위의 전통을 유지하고 있으며, 질서와 안보를 중시하는 경향을 보이고 있다. 이러한 환경 변수들이 자극요인이 되어 옐친 시기의 위임민주주의를 거쳐 푸틴 시기의 주권민주주의로 이행되었다. 미국과 서유럽 일부에서 생각하고 있는 민주주의 잣대로 러시아의 민주주의를 평가할 수 없으며, 러시아가 처해있는 국내외적 환경 변수에 기초해서 평가되어야 한다. 러시아에 정당제도가 뿌리를 내리고 시민사회가 성숙될 때까지, 그리고 질서와 안보문제가 해결될 때까지 한시적으로 푸틴식 주권민주주의가 지속될 것으로 보인다.
Abstract
Russia that accepted the western procedural democracy has found a democratic model that is suitable to its own situation. The people of Russia did not experience a civil society and have kept their custom with the superiority of the administration to a civil society power. And they have a tendency to regard national security and public orderliness. The political development in Russia has switched over to the sovereign democracy during the period of Putin's power through the Yeltsin's delegative democracy since such variables of situation became a stimulating factor. It is impossible to judge Russia's democracy by the standards of democracy in USA or part of West Europe, while it must be judged by the basis of a situational variable of the inside and outside of Russia. It seems that Putin's sovereign democracy would be kept for a limited time until a civil society grows into their political system and settles their public order and national security problems after a party system planted its roots in Russia.
