이 글은 한국의 시민운동은 어떻게 탄생했는가라는 질문을 제기한다. 이러한 질문에 답하기 위해 경제정의 실천연합의 등장에 초점을 맞춘다. 경실련을 설립한 혁신가들(entrepreneurs)이 기존의 제도에 미치는 충격파를 최소로 하면서 성공적으로 자신의 니치(niche)를 확보했음에 초점을 두려한다. 이 글은 최근의 사회운동론의 흐름인 사회조직론과 사회운동론의 결합이라는 관점에서 경실련의 등장을 조망한다. 경실련의 제도 만들기는 2단계로 이루어진다. 초기에는 대외적으로 비정치적이라는 외형을 띄고 소극적 전략을 취하였다. 경실련은 탈이념적 “공공선”을 내세우면서 자신을 관변단체 및 민중단체와 구별 지으면서도 제도로부터의 저항을 최소화하였다. 이후에는 민중운동과 전면적인 주도권 경쟁을 벌인다. 민주/반민주라는 구도를 우리/그들, 안전/위험한 운동, 체제내/반체제, 시민/민중, 자유주의·사민주의 연합/좌파 급진주의 등의 분류체계로 전환하는데 성공했으며 결국은 민중운동으로부터 헤게모니를 빼앗아 오는 데 성공하게 된다. 결국 경실련 혁신가의 의미 작업의 성공으로 시민운동이라는 새로운 제도가 탄생한다.
Abstract
This study investigates how the Civil Movements in South Korea was created, addressing the emergence of the Citizens’ Coalition for Economic Justice. The focus is put on the entrepreneurs who made soft landing on the established institution of social movements and secured the niche of their organization. The theoretical perspective of this work is constructed by the combination of the perspectives of social organizations and those of social movements. There were two stages in the making of new institution of the Citizen’s Coalition. At the initial stage the entrepreneurs present the organizations “apolitical”, minimizing the conflict with existing institution(low-key). At the second stage, the entrepreneurs waged all-out confrontation with the Minjung movements for the hegemony in the field of social movements. they made a success in converting Democracy/non-democracy classification scheme into the binary codes of we/ they, citizen/Minjung, safe/risky movements, etatblishment/anti-establishment, liberal social democratic alliance/radical left. As a result of the entrepreneurs’ success of the meaning work, the new institution of Civil Movements was created.
