'성균형의회'에 대한 제20대 국회의원의 인식 분석

이 글은 소수집단의 ‘참석의 정치‘를 주장하는 대표성 논의를 바탕으로, 의회대표성의 궁극적인 목표를 남녀의원 비율이 40:60～60:40 이내로 구성되는 ‘성균형의회’로 설정하고, 본 연구팀이 실시한 제20대 국회의원 설문조사 자료를 통해 성균형의회에 대한 인식의 결정요인을 분석했다. 분석결과, 여성의원의 대부분이 성균형의회에 찬성하는 것으로 드러나 남녀의원 간 차이가 뚜렷했다. 또한 선수가 낮을수록, 여성의원 증가효과를 긍정할수록, 여성의원 수가 적다고 인식할수록, 그리고 청년할당제에 찬성할수록 성균형의회를 더 지지하는 것으로 나타났다. 그러나 분석 대상을 남성의원만으로 한정하면, 여성의원 증가효과는 성균형의회 찬성에 영향을 미치지 않았다. 성균형의회를 지지하는 남성의원들은 수적 균형이라는 규범적인 측면에서 이를 지지하지만, 이러한 태도가 여성의원을 증가시키기 위한 현실적인 제도에 대한 지지로 이어질지는 연구과제로 남는다.
Abstract
Despite the implementation of gender quotas for 12 years, a gender-balanced legislature where women and men share seats between 40 to 60 % is a goal still far off. This article analyzed the original survey data that our research group conducted for the members of the 20th Korean National Assembly. The findings show that the positive attitude for legislative gender parity is closely related to the respondents’ gender (women), lower number of election, positive evaluation of women’s increase in the past legislatures, negative perception on the current level of women’s representation as well as support for the youth quotas in the legislature. However, the same analysis of male respondents shows the evaluation of women’s increase has no effect on men’s attitude on legislative gender parity.
