미국의 대한정책을 통해 본 한반도 중립국화 방안

본고에서는 한국의 중립화 방안을 검토하고자 한다. 이 방안은 이미 1950년대 초 한국전쟁 기간을 통해 미국의 정책문서에서 제안된 것이었다. 당시 중립화 방안이 현실적이지 않았음에도 불구하고, 미국은 왜 이 방안을 제시했을까? 1953년 이후 미국의 정책문서 속에 한국의 중립화에 대한 고려가 더 이상 나타나지는 않았지만, 한국에 대한 군사비 지출을 줄이려고 했던 아이젠하워 행정부와 트럼프 행정부 정책 사이의 유사성을 고려한다면 당시에 제기되었던 중립화 방안이 현재의 정세에 일정한 교훈을 줄 가능성도 있다. 세계 정세와 한반도 정세, 그리고 미국과 중국의 대외정책 및 동맹정책의 변화는 한국에 대해 동맹관계의 변화 내지는 전이를 요구하고 있는 것은 아닐까? 이에 본고에서는 한국전쟁 시기 미국 정부에 의해 제안된 중립화 방안의 내용을 살펴보고, 이를 통해 현재 한국 정부가 추진할 수 있는 방안의 하나로서 한반도 중립화 가능성을 타진하고자 한다.
Abstract
This paper tries to examine whether the Korean Peninsula could be neutralized. The neutralization of Korea was already considered by the Eisenhower Administration in the early 1950s. Although the neutralization of the peninsula was not realistic approach, why the US government suggested it? While the policy for neutralization of Korea has not been appeared in the US policy documents since 1953, there is possibility of lessons from the US policy in the 1950s, given the fact of the familiarity of policy toward Korea between the Eisenhower and the Trump Administration. Furthermore, transition in international affairs, domestic affairs in the Korean Peninsula, and the US and Chinese foreign policy and alliance policy might request new option or plan B to the ROK government. This paper tries to examine historical case of neutralization suggestion on the Korean Peninsula, the US policy to minimize cost for the US forces in South Korea since 1945, conditions for neutralization in Switzerland, Austria, etc., and recent changes in international conditions surrounding the Korean Peninsula, in order to consider the neutralization of Korea as a plan B in the future.
