권위주의 정권 시기 반공주의의 유산과 한국정치: 북한요인 동원의 지속과 변화

이 연구의 질문은 유신체제 이후 반공주의 약화라는 점진적인 추세 속에서 전두환 정권은 물론이고 노태우, 그리고 김영삼 정권조차 북한요인 동원이나 친북·용공 프레임 활용에서 왜 과거의 권위주의 정권과 비교하여 별반 차이를 보이지 않았는가 하는 것이다. 분석 결과 그 원인은 분단체제 하 반공주의와 결합한 자유민주주의와 보수적 지배구조의 한계 때문이었다. 그와 같은 한계로 인해 정치사회나 시민사회에서 민주지향성이 반공지향성을 넘어서거나 압도하지 못했다. 또한 북한의 무력도발과 선거 시 특정 후보 공격과 지지 등 국내정치 개입이 정권에 의한 북한요인의 정략적 동원이나 친북·용공프레임 설정이 먹혀들 수 있는 여지를 제공하고 힘을 실어주었다. 그리고 민주화 및 탈냉전은 물론이고 총체적 국력 면에서 남한의 대북 우위에도 불구하고 1990년대 초부터 대두된 북핵문제로 정권에 의한 북한요인의 위협 측면 동원이 이어질 수 있었다. 이 연구에서 다룬 세 정권 시기는 이승만, 박정희 권위주의 정권 시기와 같은 북한요인 동원의 지속과 김대중 정권 이후시기에 본격적으로 나타나는 변화가 혼재되어 나타난 ‘전환의 계곡’ 또는 과도기로서 의미를 부여할 수 있다.
Abstract
The question of this study is why, in the gradual trend of weakening anti-communism after the Yushin regime, not only the Chun Doo-hwan regime, but also the Roh Tae-woo and Kim Young-sam regimes showed little difference compared to past authoritarian regimes in mobilizing North Korean factor or using pro-North Korea/communism frame. As a result of the analysis, this was due to the limitations of liberal democracy and conservative governance combined with anti-communism under the division system. Also, due to such limitations, democratic orientation could not exceed or overwhelm anti-communism in political society or civil society. In addition, North Korea's military provocations and domestic political intervention, such as attacks and support for specific candidates during elections, provided room for and strengthened the regime's political mobilization of North Korean factor and the establishment of a pro-North Korea/communism frame. And despite South Korea's superiority over North Korea in terms of overall national power as well as democratization after 1987 and the end of the Cold War, the emergence of the North Korean nuclear issue has led to the regime's mobilization of North Korean factor as a threat since the early 1990s. The three regimes covered in this study can be seen as a ‘valley of transition’ or transitional period, which was a mixture of the continuation of the mobilization of North Korean factor during the authoritarian regimes of Syngman Rhee and Park Chung-hee and the change that occurred in earnest during the period following the Kim Dae-jung regime.
