중소기업지원 국가연구개발사업 선정평가지표에 관한 연구 -해양중소벤처지원사업을 중심으로-

최근 국내 중소기업의 기술개발 및 상용화 지원을 위한 국가연구개발사업의 다양한 정책들이 수립되고 있으며, 해양수산 연구개발사업도 이러한 정부정책 기조에 따라 중소기업지원 연구개발사업의 투자 규모를 확대하며, 관심이 증대되고 있는 상황이다. 그런데 국가연구개발사업들이 각 사업별 특성에 따라 선정평가 기준을 달리하고 있어, 중소기업 기술지원을 목적으로 하는 사업들과 비교하여 해양수산 중소기업지원 연구개발사업의 선정기준에 대한 적정성 검토가 필요하다. 본 연구에서는 해양수산 중소기업지원 연구개발사업의 보다 합리적이고 객관적인 선정 기준을 도출하고자 하였다. 그에 따라 중소기업지원을 목적으로 하는 각 부처의 중소기업 지원 연구개발사업들의 선정평가 지표들과 비교분석을 실시하고 해양수산분야 산학연 평가 전문가들 대상의 지표 가중치에 대한 AHP분석을 실시하였다. 그 결과 개발 기술의 시장성 부문의 평가지표 보완이 필요하고 활용가능성 등 일부지표의 가중치 개선이 필요한 것으로 확인되었다.
Abstract
Recently, various policies of national R&D projects are being made to develop and commercialize technologies of domestic SMEs. In Oceans and Fisheries R&D projects, too, in accordance with the basis of governmental policy, they are increasing investment for R&D projects to support SMEs. However, criteria for selection and evaluation are applied differently to national R&D projects according to the characteristics of them; therefore, it is needed to compare projects intended to support the technologies of SMEs and examine the adequacy of criteria to select Oceans and Fisheries R&D projects to support SMEs The purpose of this study is to draw more reasonable and objective criteria for selecting Oceans and Fisheries R&D projects to support SMEs. This study compared and analyzed evaluation indicator for R&D projects to support SMEs in each ministry and also conducts AHP analysis on the weights of indexes with the experts in industry-university-institute of the area of Oceans and fisheries. According to the results, it is necessary to complement the evaluation indexes in terms of the marketability of technologies developed and also improve the weights of some indexes including usability.
