낚시 조획량의 TAC 편입 필요성 연구 - 연근해 수산자원 보존을 위한 정책적 대안 -

본 연구는 연근해 어족자원의 지속가능한 관리수단으로 시행 중인 총허용어획량(이하, TAC) 제도의 사각지대가 발생하고 있음에도 이에 대한 구체적 대응 방안이 제시되지 못하고 있다는 문제의식으로부터 시작되었다. 구체적으로는 현행 TAC제도에서 낚시어선 및 레저낚시 부문이 제외되어 있다는 점에 주목하고 있으며, 이로 인해 정부가 추진중인 수산자원관리 제도의 형평성과 실효성 저하를 분석하였다. 연구를 위한 방법으로는 TAC 제도의 법제적 구조, 낚시 조획 실태, 외국 제도의 비교를 종합적으로 검토하였다. 그 결과 낚시어선의 조획량은 일부 연근해 상업어선의 어획량을 상회하는 수준으로 추정되었으며 따라서 정부가 제시한 TAC 정책에 낚시가 제외된 것의 심각성을 확인할 수 있었다. 또한 외국의 선진적 수산자원 관리 정책에 낚시 관련 정책이 중요한 부분을 차지하고 있음을 확인하였다. 이에 본 연구에서는 낚시에 의한 조획을 제도권 관리체계에 포함하는 ‘낚시TAC(Leisure Fishing Quota)’의 도입 필요성을 제시하고, 기술적·제도적 도입 방안과 ‘단계적 도입 로드맵’을 제시하고자 한다.
Abstract
This study is grounded in the recognition that the Total Allowable Catch (TAC) system, which has been implemented as a sustainable management tool for coastal and inshore fishery resources, has notable blind spots that have not yet been adequately addressed through concrete policy measures. Specifically, the study examines the exclusion of recreational fishing vessels and leisure fishing activities from the current TAC framework, analyzing how this gap undermines the equity and effectiveness of the government’s fishery resource management policies. To achieve this goal, the study conducted a comprehensive examination of the legal and institutional structure of the TAC system, the current status of recreational fishing catches, and comparative cases of foreign management systems. The findings indicate that the estimated catches from recreational fishing vessels exceed those of some commercial inshore fishing fleets, highlighting the critical implications of excluding recreational fishing from the government’s TAC policy. Furthermore, advanced fishery management systems in other countries recognize recreational fishing as an integral component of sustainable resource management. Based on these findings, this study proposes the introduction of a “Leisure Fishing Quota (Fishing TAC)” system to incorporate recreational fishing into the institutional management framework. It further outlines technical and institutional implementation strategies, along with a phased “Roadmap for Gradual Introduction”.
