The purpose of this study is to develop and validate a scale that can measure water safety awareness to prevent water play accidents of elementary school students. An open survey was conducted to collect key keywords of water safety consciousness that elementary school students think, and a preliminary scale was developed using the collected key words. The developed scale was validated by applying the Rasch measurement model to 370 elementary school students. The winsteps program was used for data processing. As a result, first, the key keywords of water safety awareness to prevent water play accidents of elementary school students were rest, body temperature, swimming time, water depth, safety rules, diving, life jacket, carelessness, mischief, health condition, safety guard, and warm-up exercise. Second, it was found that the water safety awareness scale for elementary school students' water play accident prevention satisfies the one-dimensional assumption and the goodness of fit of the response category. However, in the case of item suitability, item number 2 is found to be inappropriate, so it can be said that correction or deletion is required. The scale of elementary school students' water safety awareness developed through this study is expected to be helpful in recognizing the risk of water safety accidents in elementary school students, preventing negative accidents caused by water safety awareness, and understanding the actual state of water safety awareness.
