1950-80년에 한국정부와 대만정부는 면제품의 가격안정, 증산, 수출쿼터 배정을 위해 동업자단체를 활용했다. 한국정부는 수출증대에도 동업자단체를 활용했다. 두 정부는 면제품의 가격을 규제했고 가격이 상승하지 않도록 면제품의 증산, 면제품 수요 동업자단체와 공급 동업자단체 사이의 직거래, 동업자단체에 의한 면제품의 공동판매 등을 지시했고 동업자단체는 그것을 이행했다. 한국정부는 면제품의 증산과 수출증대를 위해 생산량 책임제를 시행했다. 대한방직협회는 회원들의 의사를 모아 그것을 실현할 방책을 논의했고 실천했다. 대만정부는 증산을 위해 면화와 면사가 생산능력이 충분한 기업에만 배정되도록 紡織工業同業公會를 규제했다. 그런데 동업자단체를 이용하는 방법에 차이도 있었다. 수출쿼터나 원조면화 배정에서 잘 나타나듯이 한국정부는 동업자단체와 포괄적인 협력관계를 맺었으나, 대만정부는 정부의 역량이 닿는 곳은 모두 행정적으로 처리하고 그렇게 할 수 없는 곳에서만 동업자단체의 협력을 얻었다.
Abstract
The Korean and Taiwanese governments collaborated with the Korean and Taiwanese cotton industry trade associations between 1950 and 1980 for price stability, production increase, and export quota allocation. The Korean government also collaborated for export increase. For price stability, the two governments requested cotton industry trade associations production increase, direct transaction of cotton goods with other trade associations, and direct sales of cotton goods to consumers. To increase production and export, the Korean government even assigned production and export duty. The Taiwanese government ordered trade associations to distribute raw cotton and yarn to companies only with enough production capability. There were differences between the two governments as well. In the allocation of export quota and raw cotton, the Korean government formed comprehensive cooperation with trade associations. However, the Taiwanese government formed cooperation in the a limited range.
