Abstract
Recent crisis of Berlusconi Government demands us a new interpretation of Italian political change. The crisis was initiated through the factional conflicts among parties in government and secession of FLI led by Gianfranco Fini created instability of the mandate which is supposed to prolong until 2013. Despite of bare support at the bicameral parliaments, the center right government will face a tough and rocky road ahead. This paper analyzed institutional reforms with electoral law and constitution of the Italian Republic. Failure to do such reforms resulted in incessant crises of the governments. It is true that apparently political alteration between the right and the left has been successful during the past two decades, but necessary reforms lacked. In fact politics in Italy is showing layering and path-dependent situation, given that while past negative patterns are not completely abolished, new measures are giving confusions and bewilderments. It is highly probable that anticipated election is inevitable.
