제1차 세계대전의 영-독 관계와현재의 중-일 관계 비교: 동아시아 영토문제에 대한 시사점을 중심으로

이 논문은 1차 대전의 영-독 관계와 현재의 중-일 관계가 매우 유사하며 동아시아의영토갈등이 1차 대전과 같은 분쟁으로 이어질 수 있다는 일부의 우려를 단순히 언론의 기사나 막연한 추측이 아닌 학술적 교차분석을 통하여 실제로 그 유사점과 차이점을 규명하기 위한 연구논문으로서 1차 대전 당시의 제국주의와 그로 인한 영-독 간의 식민지 경쟁,영-독 해군의 군비경쟁, 영국의 안보문제를 현재의 중-일 관계 특히 센카쿠열도 문제를중심으로 하여 비교한다. 중-일 두 나라의 관계도 1차 대전의 영-독 관계와 같이 중국의아시아 중시와 미국의 태평양 국가 정책, 센카쿠 열도를 중심으로 한 중국과 일본의 제해권(制海權)분쟁, 중국과 일본의 안보적 차원의 문제 등으로 그 원인을 탐구해 볼 수 있으나 실제로 비교의 결과 두 나라간의 세력경쟁은 현재와 유사하고 제해권 경쟁에 대해서도 일정부분 유사한 점이 있지만 국제안보 협력구조에서는 많은 차이점을 보였다. 또한 1차대전 시점에는 존재하지 않았던 북한의 핵 개발문제가 동아시아에는 존재하며 유럽의 1차대전연구를 동아시아 지역의 영토문제의 타산지석(他山之石)으로 삼아 북한 변수를 잘 조절하면서 미시적인 양국의 영토문제뿐 아니라 커다란 규모의 글로벌 규모의 포스트 냉전패러다임의 변화에 적절히 대처하면서 이제까지의 방관적 평화적 관리방식이 아닌 새로운패러다임 구축을 위한 준비가 필요하다고 사료된다.
Abstract
This paper aims to use crossover analysis to uncover similarities and differencesbetween the Anglo-German relationship in the World War I era and the modernSino-Japanese Relationship, and to provide academic explanations for concerns thatthe modern Sino-Japanese relationship could lead to another war, as suggested inthe media. The study will involve comparing aspects of World War I-eraimperialism, the Anglo-German naval rivalry and English security problems withthe modern American-Sino power game in East Asia, the Sino-Japanese navalsupremacy dispute over the Senkaku Island area and Sino-Japanese securityproblems. The comparison exposes some similarities with the American-Sino powergame in East Asia and the Sino-Japanese naval supremacy dispute over theSenkaku Island area, but reveals extensive dissimilarities with regard to Sino-Japanese security problems in the area. The East Asia area also faces the uniqueNorth Korean nuclear problem, which did not exist in the World War I era. Therefore, we should use the experience of World War I as a valuable lesson inthe modern East Asia power struggle, and not only focus on micro-regionalterritorial disputes but consider the macro-global post-Cold War paradigm shift. Finally, a new process is required to replace the passive peace control methodsapplied by countries in the region until 2010.
