영국 신노동당 정부의 제3섹터 정책 : 노인 돌봄의 혼합경제에서 자원부문의 역할 변화 사례

초록

본 논문은 고령사회를 앞두고 사회서비스 확대와 자원부문의 서비스공급 확대가 전망되는 시점에서 영국 신노동당 정부의 2000년대 자원부문 관련 정책의 주요 내용과 결과를 분석하였다. 영국은 1990년대 신자유주의적 복지국가 개편 이후 국가가 적극적으로 자원부문의 서비스공급 참여를 독려하면서 자원부문이 국가를 대신해서 도구적으로 사용되고 있다는 우려가 제기되기 시작했다. 신노동당 정부는 보수당과 다른 제3의 길 정치를 통해서 시민사회의 가치와 자원부문의 다양성을 인정하고 이들과의 파트너십으로 사회통합과 경제성장을 추구하고자 했다. 그러나 자원부문에 대한 전향적 관계 설정과 신노동당 정부의 13년간의 지원 정책에도 불구하고, 자원부문의 독립성과 자율성의 위기는 다시 제기되었다. 이러한 결과는 무엇보다 자원부문 자체의 성격 변화와 연관된다. 자원조직들은 경쟁과 계약 문화에 장기간 노출되면서 점점 더 시장지향적이고 전문적이며 관료적 조직이 되어갔다. 서비스 계약과 자금 경쟁이 심화되면서 자원조직 간의 협력과 상호신뢰가 어렵게 되었다. 중앙정부가 효율성과 서비스개선의 기제로 도입한 성과평가의 과정도 자원조직의 지역에 기초한 다양한 창조적 해법을 가로막고 정부 정책에 대한 불신을 초래하였다.

Abstract

This article examines New Labour’s third sector policy in the context of the growing roles of the voluntary organisations in delivering welfare services under contract. During the 1990s, increasing fears about the instrumental use of the voluntary sector were expressed, as Conservative government sought to roll back the state and to ensure that voluntary organisations became alternative providers of services to the state. In contrast, New Labour developed its partnership approach to the voluntary sector with the idea of Third Way, which was embodied in the ‘Compact’ between the statutory and the voluntary sector launched in 1998. Since then third sector organisations providing services from early years to old age were significantly increased. While some progress in supporting community services in deprived areas was identified, the emphasis on competitive contracts and centrally driven performance frameworks undermined collaborative work and community trust, which resulted in similar results during the 1990s.
