영국 빅 소사이어티 정책에 대한 이론적 고찰과 실천적 평가

‘빅 소사이어티(Big Society)’, 즉 ‘큰 사회’ 정책은 시민사회의 역할을 증대하여, 공동체가 필요로 하는 각종 서비스를 다양한 방식으로 대체해야 함을 함축하는 정책용어이다. 2010년 영국의 보수-자유 연립정권에 의해 제시된 해당 정책은 현재 사회적 투자 영역의 개발과 확장을 통해 제3섹터 영역의 개념을 변형시키고 있다. 본 연구에서는 ‘빅 소사이어티’ 정책 시행이 제3섹터의 범위를 확장시키며, 관련된 이해관계자를 증가시킴으로써 이전 시기의 영역 간 관계를 변화시킴에 대하여 이론적으로 고찰하였다. 빅 소사이어티는 핵심영역으로 세 가지 영역에 집중한다. 이는 공동체 권한이양, 공공서비스의 공개 그리고 사회적 활동에 있다. 이를 통해 공공-민간, 공공-커뮤니티, 커뮤니티-민간 영리기관 간의 영역이 중복되고 복합되며, 이들을 매개하는 새로운 기관이 창출되는 과정, 이를 지원하고 권한을 이양해 나아가는 정책이 ‘빅 소사이어티’ 제도임을 분석하였다. 혹자는 해당 정책으로 인해 제3섹터에 대한 예산지출이 삭감되어 사회적 역할과 기능이 축소되고 있음을 지적한다. 하지만 삭감된 예산을 대신할 사회적 투자가 급성장하고 있음을 확인한다.
Abstract
The Big Society policy shows that the role of civil society grows and various services needed in the community should be replaced in a number of different ways. The Big Society is one of the big political ideas, launched with many good intentions in 2010. They have modified the concept of the third sector region through the development and extension of social investment. The Big Society Audit focuses on three key strands identified by the Government as key to its delivery when it was launched: community empowerment, opening up public services and social action. Public-private, public-community and community-profitable organizations, three areas are overlapping and complex, these parameters for the process of creating new institutions, policy support, and to transfer this authority is the 'Big Society' program. Because of Spending cuts for the third sector and the reduction of social role, some have declared its end. But it is clear that social investment is booming alternative to the budget cuts.
