The purpose of this study is to consider the definition and structure of EU's cultural and creative industries. For the better understanding of cultural industries in Europe, those in the UK and Germany will be examined in advance. EU's cultural and creative industries is the result of putting the various ideas together related to cultural industries in Europe. This can be a reference model for countries in Europe and even in the world. EU is trying to implement a synthetical strategy in order to develop cultural and creative sectors in various countries in Europe. We are here concerned with the key aspects of cultural and creative industries in EU. This can give us a reference point for our cultural contents policy.
