Abstract
The purpose of this article is to analysis the paradigm on EU regional policy which is an important factor to understand and forecast EU's Political Integration. European Integration and Regional development seem to work in parallel. The success of the European integration in the future first of all depends on how redistribution function performs successfully. European Union therefore have to be targeted more on poverty and social exclusion. In this context Structural Fund should be designed as a mechanism for efficient distribution instead of competition's logic between Member States and regions or as a tool for redistribution within Member States and regions. Secondly, regional policy requires strong leadership, a clear command centre and a significant degree of centralization. This is obviously important for EU seeking to increase its own legitimacy, more active role of European Commission in redistribution is necessary for future regional policy. But it seems that there will be contradiction and limit between common policies to achieving the goal of regional policy because EU is operating common competition policy, industrial policy, commercial policy and regional policy at the same time.
