Abstract
Although Korea opens on May 7, 2007 with the EU FTA-negotiation following after the Korea-US FTA, it is not well known about FTA Strategies of the EU. Focusing on investment issues, this article aims for analysing different strategies of the EU according to separate negotiators. Owing to the case study, there is a clear difference between MED and the TDCA agreements on the one hand and the agreements with Mexico and Chile on the other. Whereas the former only contain loose wording on international payments and capital transfers, the latter include more substantial issues, such as market access to and national treatment for investors in foreign services sectors. In their scope and substance in terms of investment liberalization none of the EU agreements are as far-reaching as NAFTA's Chapter 11, an agreement often criticized for its excessive scope and implications. Another important difference is that none of the EU agreements provide for a separate investor-to-state dispute settlement procedure for conflicts about investment issues.
