본 연구는 독일연방정부와 바이에른 주의 재난관리의 운영현황을 다루고 있다. 독일정부는 2002년 9. 11 테러 이후 국가재난관리에 대한 시스템을 연방정부차원에서 재정비를 하였다. 원칙적으로 국민의 재산과 안전보호는 주정부의 권한과 책임으로 독자적인 대응을 하고 있으나, 필요한 경우 연방정부가 언제든지 주정부를 지원하는 운영체제로 변화되었다. 연방정부는 연방내무부 산하에 연방국민보호지원청(BBK)을 두고, 각 주정부와 지방자치단체 간에 유기적인 정보공유를 하고 있다. 특정 재난발생시 연방정부와 각 주정부, 주민, 민간단체 및 기업 등이 긴밀한 협력관계로 대응하는 재난관리체계를 체계화하였다. 특히, 연방정부는 재난관리의 효율성과 연계성을 중시하면서 주정부의 독자적인 재난관리능력을 높이는데 지원하고 있는 것이 그 특징이다. 이와 같이 독일에 있어 국가재난관리는 연방정부차원에서 대응하는 사전적 예방조치와 사후적 수습과정에서 신속하게 대응할 수 있다는 ‘협력적 거버넌스 시스템’으로 연계되어 있다.
Abstract
This article deals with the crisis management and strategy of the Federal Government of Germany and the Bavarian federal state government. Since the 9·11 Terror, the Federal Government re-established a crisis management system for contingencies. In principle, defense and security over the people and their assets were on state governments' responsibility, but it has been modified to be a system in which the federal government assists the state governments whenever any assist is imminent. The Federal Government have installed the Federal Office for Population Protection and Disaster(Bundesamt fuer Bevoelkerungssschutz und Katastrophenhilfe) under the ministry of the Interior, and each state governments and local self-governing organizations are sharing information on crisis dynamically. They also have systemized the crisis management procedure so that the federal government, state governments, civilian organizations, firms and national population can maintain a close coordination in case of any contingency. Especially, the federal government focuses on the connectivity between the efficiency and linkage in crisis management system, while state governments focus on independent crisis management capability. For Germany, national crisis management is divided into preventive action procedure guided by the federal government and “coordinative governance system” designed to respond rapidly during after action phase; and both are closely linked to each other.
