유럽연합 다언어주의 정책의 성과와 한계: 공용어 운용을 중심으로

오랫동안 유럽의 민족국가들은 자국의 다양한 문화집단을 주류 국가문화에 동화시키려 시도해왔다. 탈영토적, 초국적 가치를 지향하는 유럽연합은 유럽의 문화적 정체성을 보존하고 다문화주의 가치를 수용하는데 그 기반을 두고 있음에도 불구하고 한동안 유럽의 정치 엘리트들은 다양성이 지배하는 유럽의 문화적 특수성을 통합의 걸림돌로 간주했으며 문화범주에서의 차별과 소외는 국가와 개인 간 갈등을 재생산하고 있다.유럽헌법설립조약이 탈바꿈한 리스본 조약은 유럽연합기본권헌장을 본문에 병합시킴으로써 유럽유산과 문화의 주요소인 ‘언어 다양성’의 존중은 EU의 문화와 민주주의의 근간이 된다는 사고를 더욱 확고히 하였다. 나아가 ‘차별’과 관련해서 이 조약은 언어와 관련된 모든 차별을 금지하고 있다. 본 논문에서는 먼저 EU 공용어의 증대 상황을 살펴보고, EU 다언어주의 정책의 적용을 중심으로 EU 기관별 공용어 운용 실태를 분석한다. 마지막 장에서는 EU 공용어 운용과정에서 제기되는 여러 사례를 통해 EU 다언어주의 정책 운용의 성과와 한계를 가늠해본다.
Abstract
Europe and European Union are characterized by an extremely rich and politically very complex linguistic situation. European multilingualism is seen as an essential part of a commun cultural legacy. The European Union has always considered its many languages as an asset, rather than as a burden. Linguistic diversity constitutes a particularly prominent policy-challenge for Union. With enlargement, the list of official EU languages has grown from 11 to 23, and as the EU enlarges, the number will increase further. The EU extends equal treatment to all member countrie's official languages by providing translations for documents and interpreting services. In order to review EU policies to promote multilingualism and linguistic diversity, it is important to review the current situation on languages; how the European institutions communicate. This paper examines the development of official EU languages in the context of enlargement and the questions posed by linguistic diversity and multilingualism.
