Abstract
This paper examines the relationship between welfare state and public finances in Sweden. Specifically, this paper focuses on the key policy developments in expanding and maintaining the welfare state by setting out the main features of public expenditures and finances, such as fiscal revenues and expenditures, tax system, redistributive effect of social expenditure. Swedish welfare state has emphasized efficient and growth-oriented distribution and focused on public social services of child care, education and training, health to increase employment as well as society-wide safety. In the 1970s, generosity of welfare benefits and several economic circumstances led to the soaring social expenditure and severe fiscal problems in the early 1980s. It was related to important changes in the economic and social system in Sweden in the late 1960s and early 1970, when government spending, taxes, and regulations started to expand dramatically. Problematic political, economic, and social mechanisms had become embedded in the long-term dynamics of the system itself. These various experiences have been the background for reforms since the 1990s including tax reform, budget and social insurance reforms, among others. The deep budgetary crisis of the early 1990s forced Sweden to make a number of important changes to the institutional framework concerning public finances, as well as to scale back several welfare programs significantly. Sweden's experience of social expenditure and public finances tells several implications. First of all, sustainable economic growth is required to finance government spending. Also, during the period of 1960s and 1970s, tax burden was dramatically increased with the expansion of welfare state. The deterioration of the public finances in Sweden from about 1970 was to some extent the result of a number of exogenous shocks and domestic policies. Sweden has gone a considerable way towards improving both the quality and efficiency of public expenditure and social consensus has been important in reaching compromise on major fiscal and tax reforms.
