금융위기의 유럽 탄소배출권시장에 대한 영향 분석

본 연구는 최근의 금융위기의 진행에 따라 탄소배출권 가격의 변화과정과 최근의 금융위기가 유럽탄소배출권시장에 영향을 미쳤는가를 실증적으로 분석하였다. 또한 2013년 유 럽탄소배출권제도(EU-ETS) 3기의 출발에 따른 유럽 탄소시장의 구조적 변화를 검토하고 향후 유럽 탄소금융시장에 대한 전망과 아울러 한국의 탄소배출권시장 도입과정에서의 시사점을 도출하고자 하였다. 금융위기가 탄소배출권시장에 미친 영향에 대한 실증분석결과 금융위기가 본격화된 2008년이후 EU-ETS의 2기에서는 금융위기가 탄소배출권시장에 명백한 영향을 미치는것으로 분석되었다. 이는 금융위기에 따른 경기침체에 따른 자연적인 탄소배출량의 감소, 이에 따른 탄소배출권 수요감소, 공급과다 현상, 청정개발체제(CDM)과 공동이행제도(JI)등 배출권 감축 프로젝트의 위축과 더불어 탄소감축 프로그램에 대한 일반인의 인식 약화 등의 문제점을 야기하였기 때문인 것으로 판단된다. 이러한 금융위기에 따른 유럽 탄소배출권 시장의 변화가 2015년 탄소배출권 거래제 시행을 앞두고 있는 한국에 대한 시사점은 경기상황이 나빠져 탄소배출이 자연적으로 감소 하는 경우 탄소배출권 시장이 붕괴될 수 있다는 점을 고려하여 과도한 무상배분을 지양하 고 탄소배출감축에 실효성 있는 규제가 필요하다는 점이다. 또한 국내기업의 조기감축실적을 국제적으로 인정받고 이를 해외배출권 시장에 판매할 수 있도록 KCER의 국제적 인 증과 국내거래시장과 국제거래시장의 연계가 필요하다. 이를 위해서는 국제기준이 부합하 는 적절한 국내 규제 및 정부이외에 금융기관이 탄소금융시장에 적극적으로 참여하고 역할을 담당할 수 있도록 금융기관의 참여유도와 동기를 부여할 필요가 있다.
Abstract
This paper empirically analysed the effects of financial crises on the European emissions trading markets and investigated the structural changes of the European carbon markets since after the phase III of EU-ETS, And we tried to suggest the prospect of EU-ETS and to find some implications on the introduction of Korean emissions trading scheme. The main findings of this study can be summarized as follows. First, the empirical results of this study showed that since 2008, financial crises Granger caused the EUA price. It is because the recent financial crises had on effects on the natural carbon emission reduction, the withering demand and excess supply of carbon allowance, and the contraction of the emission-saving projects such as CDM and JI. Second, the recent experience of EU-ETS implies that Korean emissions trading scheme should consider that the bad macro-economic conditions may destroy the Korean carbon emissions trading markets, and so should control excess grandfathering of carbon allowance in allocating the carbon allowances. Third, Korean emissions trading authorities need to make the links between domestic carbon markets and international carbon markets, and provide the incentives for the domestic financial intermediates in order to attract their active participation in the initial carbon emissions markets.
