1990년대 미국은 체제 전환 중인 중동부유럽 국가들을 도와 러시아로부터의 ‘군사안보 우산’과 EU 가입을 향한 ‘경제 발전의 기초’를 제공해 주었다. 한편 오늘날 중동부유럽을 바라보는 미국의 시각은 과거와는 다르게 변화하고 있다. 2017년 7월 폴란드에서 개최된 ‘BABS 이니셔티브’ 정상회담에 참석한 트럼프 대통령의 셰일 가스 외교를통해 확인할 수 있듯, 현재 미국은 중동부유럽 국가들을 향해 안정된 에너지 공급 및LNG 터미널 건설 등 인프라 구축 참여를 통한 ‘에너지 안보 방패’라는 새로운 이슈를들고 나오고 있다. 앞서의 연구 배경을 기초로 본 연구에선 ‘공간-영역별 개념’으로 발전 진화중인 지역협력기구 차원에서 ‘BABS 이니셔티브’ 설립 의미와 배경, 목적 그리고 그 핵심 사업들을 설명하고자 한다. 그리고 이를 기초로 중동부유럽 국가들의 에너지 안보 전략에 비친 이들 지역의 에너지 수급 정책과 현황을 바탕으로 이제 출범한 ‘BABS 이니셔티브’ 발전에 있어 예상되는 여러 문제점과 전략적 과제들을 분석하고자 한다. 이를 통해 연구자는 EU, 미국과 러시아 간의 ‘전략적 십자로(Strategic Crossroad)’에 자리한 중동부 유럽 국가들이 고민하고 있는 오늘날 에너지 안보 전략과 그 전략적 해결과제들에 대해 이해를 구하고자 한다.
Abstract
In the 1990s, the United States helped Central and Eastern European countries in transition to provide a ‘military security umbrella’ from Russia and a ‘foundation for economic development’ toward joining the EU. On the other hand, the view of the USA, which looks at the Central and Eastern Europe today, is changing differently from the past. As Shale gas diplomacy with President Donald Trump attended the ‘BABS Initiative’ summit held in Poland in July 2017, the USA is now engaged in the construction of infrastructure such as stable energy supply and LNG terminal construction for the Central and Eastern European countries. It is coming out with a new issue called ‘Energy security shield’. In this study, I will analyze the meaning and core projects of the ‘BABS Initiative’ at the level of the regional cooperation organization evolving into the concept of ‘Space-Sector’. Based on this, I will look at the policies and situation of energy supply of Central and Eastern Europe in terms of the energy security strategies. And I will analyze some of the problems and strategic challenges that are expected in the development of the ‘BABS Initiative’. Based on this, we can understand the energy security strategies and difficulties of Central and Eastern Europe in the ‘Strategic Crossroad’ between the EU, USA and Russia.
