Abstract
The development backgrounds of Shale Gas in Eastern Europe are, the first is the creation of new energy source, the second, an ensuring energy security from Russia, the third, a solution of energy supply and demand problem, and finally is the overcoming the economic crisis. In fact, many experts are expecting the development of Shale Gas will be the new future energy and a hero of overcoming economic crisis, and bring the new Golden Age of natural gas. In spite of that, many the other experts are apprehending the development of Shale Gas will cause the serious environmental problems such as a depletion of drinking water, a land damage, and the water supply problems. In this research, I would like to analyse the present status, and the strategic implication and prospect of development of Shale Gas in Eastern Europe focusing on the Poland and Romania cases. The structure of this paper is as follows: In the chapter II, I will introduce the EU's general energy policy, the main rudder of energy policy in Eastern Europe, and I will discuss about it's limitation in Eastern Europe. In the chapter III, I will analyze the real problems of Eastern European countries on the ongoing development of the EU energy policy. Especially, in this chapter, I will largely divide into the four goals and contents, and the backgrounds of the development of Shale Gas in countries of Eastern Europe will be discussed. In the chapter IV, I will explain the development status and characteristics, and the limitations and problems of Shale Gas development focusing on the Poland and Romania. Finally, in chapter V, I will summarize the contents of this paper, and refer to my opinion about many controversies related to the development of Shale Gas and the prospects.
